How participation is classified and verified
We publish the survey design, verification levels and limitations so results can be useful to Council without overstating what the data proves.
Three distinct integrity signals

Email confirmed
The participant clicked a unique confirmation link sent to the submitted email address. This reduces duplicate and mistyped submissions. It does not prove legal identity or residence.

Postal-code consistency
A full Canadian postal code is privately collected and checked for valid format. When a participant identifies as a Tillsonburg resident and the postal prefix is N4G, the record can be labelled “postal code consistent with Tillsonburg.” Other county classifications remain self-declared because rural postal geography can cross municipal boundaries.

Self-declared community relationship
Participants may identify as a property owner/taxpayer in their home municipality, a Tillsonburg property owner/taxpayer, worker, business owner, recreation participant/family/volunteer, former resident or other connection. These are useful classifications but are not represented as tax-roll or government identity verification.
What this survey is notThis is a voluntary, self-selected community survey. It is not a probability sample and should not be described as statistically representative of every Tillsonburg resident. Verification improves data integrity; it does not convert an opt-in survey into a scientific random poll.
Survey design principles
- Ask about Annandale and Mall Road separately.
- Include an explicit “Save / retain and improve the existing Annandale Ball Diamonds and greenspace” option.
- Use balanced support scales.
- Ask how the two sites should relate only after measuring each separately.
- Require email confirmation before new survey responses enter public results.
- Classify respondents by residence and community relationship without demanding tax records or government ID.
- Keep full postal codes and email addresses private.
- Publish limitations alongside results.
Survey version controlThe independent survey wording should be frozen before public promotion. If a material wording change is required after public responses begin, document the exact change and effective date so earlier and later responses are not silently treated as identical.
Comment moderation
Community comments are separate from survey results. They are email-confirmed and reviewed by the site owner before publication. Approval means the comment meets the published moderation standards; it does not mean the site endorses the comment or treats it as verified evidence. See Editorial & moderation standards.
How results are reported
Useful filters
The public Results page can show all verified responses or focus on Tillsonburg residents, self-declared Tillsonburg property owners/taxpayers, Oxford, Norfolk, Elgin or recreation-connected respondents.
No hidden merging
Support for Mall Road is not presented as support for Annandale redevelopment.
Separate private/public exports
Private administrative exports support integrity review. Council-safe exports omit email addresses, full postal codes and optional property street names.
Mismatch flags
If a residence selection and postal prefix are inconsistent, the private admin record is flagged for review rather than silently “corrected.”
Legacy responses
Responses submitted before V2.1 are preserved and labelled as legacy/unvalidated for the new geography fields rather than having data invented for them.
